Traffic Calming, Sidewalks, and Street Tree Projects: Topic for July Meeting

With our new Neighborhood Conservation (NC) Plan, Bluemont is eligible for the first time in thirty years to compete for millions of dollars in special County funds. In our NC plan, we ranked Jefferson and Kensington Streets, Harrison Street, and Abingdon Street as priority areas for seeking these and other funds to calm traffic and to enhance pedestrian and bicycle safety.

The Projects Committee, made up of residents of these and other streets, has started working with County officials to identify the best way to meet these goals. At the July 28 general meeting, we'll discuss next steps. Special invitations are going out to people living on streets with proposed projects so that those who have not yet done so can offer comments or get actively involved.

BCA Opposes Bypass Trail Plan

The Bluemont Civic Association voiced its opposition to a proposed bypass bicycle trail before a June 28 hearing of the Arlington County Environment and Energy Conservation Committee. Several years ago, BCA adopted a position opposing the trail as proposed, and the Association maintained that position in the June General Membership meeting. The proposal is intended to divert high-speed bicycle and skater traffic from the W&OD Trail in Bluemont Park by constructing a parallel bypass trail on the opposite side of Four Mile Run. The bypass would begin at the intersection of the W&OD Trail and the Bluemont Junction Trail near the soccer field, run on the original W&OD railroad right-of-way under the VEPCO power lines.

While BCA supports the concept of a bypass, we are opposed to the bypass as planned, due to the likelihood of significant environmental damage, the lack of a proper Environmental Assessment, and the omission of key interested parties in the decision-making process. As proposed, the bypass would virtually eliminate a meadow and could significantly disrupt Four Mile Run. We are currently working with the Northern Virginia Regional Park Authority to evaluate alternatives that would have less environmental impact, including different configurations and reduced buffer zones.
